Mission and objectives
The Government of Nepal has adopted important normative frameworks for women’s human rights, including the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), Beijing Declaration and Platform for Action, 2030 Agenda and its Sustainable Development Goals, and UN Security Council Resolutions 1325 and 1820. These commitments are enshrined in the Constitution of Nepal and efforts are being taken to ensure that all laws and policies conform with the constitutional provisions on gender equality. Nevertheless, women and girls in Nepal still face multiple challenges. Although more than 14,000 women were elected during the local, federal and provincial elections, women still struggle to exercise their rights to political participation and leadership. This is largely due to social norms and harmful practices that directly limit women’s voice and agency, women’s limited access to information, resource constraints and inadequate support systems. Only two per cent of women have been elected as mayors or chairpersons of local governments, whereas 91 per cent of deputy positions are held by women.
Context
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Nepal’s Strategic Note (SN) for the period 2018-2022 lays out the agency’s unique role and comparative advantage in supporting national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards.
The SN is aligned with and contributes to Nepal’s national priorities as described in Nepal’s Fourteenth Three-year Periodic Plan, its gender equality commitments, the needs of women’s organizations, and the UNDAF 2018-2022 with a commitment of leaving no one behind. UN Women will advance its efforts in Nepal in accordance with its unique role and triple mandate (normative, operational and coordination) and lessons learned to “achieve gender equality and social inclusion and empower women and girls in Nepal to realize their human rights” (Nepal Country Office SN Goal Statement).
In Nepal, UN Women focuses on strengthening women’s voice, agency and leadership across sectors to advance women’s rights, provide space for women’s meaningful participation, and contribute to tangible differences in their lives. Under the overarching SN 2018-2022, UN Women focuses on two programmatic areas, inclusive governance, and women’s economic empowerment.
Task description
Under the overall supervision of Representative/ Deputy Representative for coordination functions and guidance of Head of Programmes for programme support functions the International UNV Specialist will provide coordination, resource mobilization and implementation and reporting support services to UN Women Nepal Country Office (NCO). The detailed scope of work and responsibilities of the assignment are as follows:
I. Provide support to fulfillment of coordination mandate of UN Women Nepal Country Office
- Provide inputs to the development of country programming processes and products, including the annual workplan, programme/ project documents.
- Provide support to the drafting of Strategic Note.
- Provide inputs and support in management of financial resources allocated for coordination activities under the UN Women SN and annual work plans.
- Provide inputs to quarterly report and annual report on coordination related outputs and indicators.
- Consolidation of inputs for annual report narrative, including addressing feedback from RO and HQ in collaboration with relevant team members.
- Consolidation of Annual Work Plan narrative, including addressing feedback from RO and HQ in collaboration with Unit Managers.
- Conduct background research and prepare inputs for remarks/presentations on Gender Equality and Women’s Empowerment (GEWE).
- Liaise with UN Women regional office and HQ on developments related to UN Women’s coordination mandate.
- Implement NCO diversity action plan and support implementation of initiatives advancing the principle of LNOB;
II. Provide technical support on inter-agency coordination
- Work closely with the Country Representative / Deputy Representative to assist in the strategic coordination of Nepal’s priorities and commitments for GEWE.
- Provide technical support to joint inter-agency UN planning processes and similar exercises.
- Coordinate workshops/meetings for inter-agency mechanisms co-chaired by UN Women, including the International Development Programme Group on Gender Equality and Social Inclusion (IDPG GESI), Gender Theme Group (GTG), United Nations Sustainable Development Cooperation Framework (UNSDCF) working groups, the Harmful Practices working group and the working group on the Prevention of Sexual Exploitation and Abuse (PSEA).
- Organise and prepare minutes of above-mentioned coordination working group meetings.
- Strengthen the UN and Development Partner gender coordination structures, including through: managing the secretariat of the inter-agency working groups co-chaired by NCO; facilitating planning, budgeting and implementation of joint work plans; institutional capacity development; review of joint documents; and identifying gaps and opportunities to strengthen gender mainstreaming across the UN system.
- Monitor the implementation of the UNCT-SWAP Gender Equality Scorecard Recommendations and take forward joint initiatives with other inter-agency mechanisms such as the UN Communications Group and Operations Management Team in accordance with the Scorecard Action Plan.
- Provide inputs for the country level Comprehensive Country Assessment (CCA)/UNSDCF processes and similar exercises related to the RC system by ensuring that gender concerns are clearly reflected.
- Contribute to CCA/ UNSDCF processes and other documents by collecting substantive inputs form the Programme Unit and analyzing and researching the political, social, and economic situation in the region.
- Prepare briefing materials for the CO on issues to be discussed in the UN and other events and meetings.
- Prepare background materials and analysis for the Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT.
- Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women’s programme experiences, as necessary.
III. Facilitate knowledge building and sharing and advocacy efforts
- Contribute to joint UN and donor advocacy efforts for GEWE, including 16 days of Activism to End Gender-Based Violence, International Women´s Day.
- Document and advocate best practices and lessons learnt for UN System-wide coordination.
- Produce policy notes, project briefs, gender equality updates/profiles and undertake gender analysis for UN programming across the post conflict-development-humanitarian continuum.
- Produce/ coordinate documentation of programmatic outcomes and impact through human interest stories, social media contents and short videos.
- Provide support to the development and dissemination of good practices and lessons learned in coordination area.
- Support CO efforts to disseminate the knowledge products within the UNCT and national partners on gender equality and coordination mandate of UN Women.
- Actively participate and represent the Country Office in the UN Women Community of Practice on Interagency Coordination.
- Support the design and implementation of learning sessions on different themes (such as disability inclusion, intersectionality) with NCO staff, UN Agencies and partners.
- Participate in and contribute to policy dialogues around gender equality and the empowerment of women, as necessary.
IV. Support development and strengthening UN Women strategic partnerships in Nepal
- Contribute to strengthening strategic partnerships and coordination for GEWE within the UN System and with external partners, including development partners Identify and lead UN joint programming opportunities to deliver on the UNSDCF’s GEWE, including leading the coordination of the development joint programmes on GEWE.
- Identify potential joint programming opportunities to deliver on the UNSDCF’s GEWE commitments and support in resource mobilization, including through drafting of concept notes and proposals.
V. Contribute to the implementation of resource mobilization strategies and initiatives
- Provide inputs to development and implementation of donor fundraising strategies, participate in communication with potential partners and donors;
- Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding;
- Provide coordination and technical support for resource mobilization and engagement with private sectors at national and global levels.
- Conduct regular updates of donor profiles, databases and donor intelligence.
- Any other related tasks as may be required or assigned by the supervisor.

Nationality: Candidate must be a national of a country other than the country of assignment.

- Three years of experience in the development sector, preferably in gender equality and women’s empowerment
- Past experience in coordination is an added advantage
- Knowledge of UN System is an asset.

Living conditions and remarks
Kathmandu, the capital of Nepal, lies under the Phase 1 of the UN Security classification, but is subject to change depending on the development of the security situation. Living conditions in Kathmandu are good. Comfortable inexpensive flats (furnished and unfurnished) are available in Kathmandu. Both imported and local foods and clothing are abundantly available. There is a short supply of water while it is also not safe to drink without treatment. Public transport is easily available and generally reliable though traffic congestion is extremely high. Kathmandu has a temperate climate with coldest temperature reaching just above zero at the night during the winter and mild but humid during the monsoon period, mid-June to end September. Nepal is a unique country and provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable.
