Position Overview

Pact is recruiting a Senior Institutional Advisor for an upcoming USAID Nepal Adolescent Reproductive Health (ARH) Activity. The purpose of ARH is to empower adolescents to reach their full capacity by choosing and practicing healthy reproductive behaviors. This will be achieved by expanding the demand, supply, and use of quality, adolescent-responsive reproductive health (RH) services and products across selected municipalities.

The Activity will support a range of healthy reproductive behaviors including delaying marriage, delaying first pregnancy, healthy timing and spacing of pregnancy, seeking FP/RH services, use of contraceptives, prevention of HIV/AIDS, prevention and treatment of other STIs, menstrual hygiene, prevention and management of gender-based violence, and others as appropriate, contributing to better health outcomes as well as social and economic benefits.

Position Purpose

The Sr. Institutional Advisor will provide technical leadership in the implementation of and oversight to the Pact’s scope of work in the ARH, capacity development strategy to strengthen local partners (CSO & govt) in efforts to empower adolescents to reach their full capacity by choosing and practicing healthy reproductive behaviors.

The Sr. Institutional Advisor will work in a collaborative and integrated way across project objectives and with all consortium partners to ensure high quality support and expertise is provided to implementing partners. This position will report to the Chief of Party and will work in close collaboration with project partners. This position is contingent upon award.

Key Responsibilities

  • Ensure all activities as per Pact’s scope of work are implemented in close coordination with Chief of Party/Deputy Chief of Party and targeted municipalities.
  • Lead the development and implementation of the project’s comprehensive capacity development (CD) strategy to strengthen the organizational and technical capacity of all implementing partners.
  • Coordinate the implementation of capacity development support to consortium technical partners, including designing or adapting tools, systems, and methodologies related to adolescent FP/RH.
  • Lead the technical and contextual adaptation of Pact’s CD tools and approaches to support achievement of program objectives and targets.
  • Ensure high-quality technical programming through participatory methodologies, co-creation, and contextualization, as per Pact’s capacity development overarching principles, approaches, and tools.
  • Manage the development, implementation, and monitoring of all project activities concerning CD.
  • Foster strong collaboration and coordination with the grants management team to integrate CD and subaward monitoring processes and to ensure that capacity development is incorporated into subawards, as appropriate.
  • Coordinate technical assistance provided by consortium partners to implementing partners in line with CD action plans.
  • Provide high-quality contributions to network strengthening initiatives to ensure alignment and complementarity with the comprehensive CD strategy and achievement of project objectives.
  • Manage and maintain updated data in Pact’s Capacity Solutions Platform and the project’s data site.
  • Support knowledge management, linkages and exchange of learnings and best practices across program activities and project teams.
  • In collaboration with the Chief of Party, represent the project with the donor, the Nepali government, and national actors and maintain positive relations.
  • Supervise a small team of KTM-based and regional staff for Pact.
  • Perform other duties as assigned.

Basic Requirements

  • Master’s degree with nine (9) years work experience or bachelor’s degree with at least eleven (11+) years work experience in public health, public policy, public administration, political sciences, social sciences or related field.
  • A minimum of 9 years of related experience in one or more relevant technical areas including information technology/social media/artificial intelligence, RH/FP, or public health. Familiarity and experience preferred in one or more of the following areas: SBC, GESI, GBV, health communications, capacity building, community mobilization, .
  • At least 5 years of experience with organizational capacity development, health systems strengthening, decentralization, public sector governance, the private sector, and or civil society organizations.
  • At least three years of experience in program management and administration, financial management, award compliance, sub-award management, and tracking performance and costs via specific funding streams; ideally with USG funding
  • Ability to promote a knowledge-sharing and learning culture in the office and with stakeholders.
  • Ability to develop and maintain strong relationships with governments and civil society partners.
  • Ability to develop and communicate a common vision to diverse stakeholders and lead multi-disciplinary teams Excellent written and spoken Nepali and English language skills.
  • Strong communication skills, both interpersonal and written
    Preferred Qualifications
  • Understanding and experience with issues affecting adolescents and youth in LMICs, RH service delivery programming, SBCC and communications
  • At least three years of experience with administrative systems of large international development projects. Experience dealing with change and innovation a plus.
  • Experience working with federal government and or municipalities
