Kathmandu — The main purpose of passing the examination of the Public Service Commission is to get a job. For this, the examinees want to enter the public service by working hard for years.
But there are also ‘cases’ of not getting a job after passing the commission’s exam. That too not once, not twice but eight times.
Secretary at the Office of the Prime Minister and Council of Ministers, Mahendra Prasad Guragain, said that the same person had passed the Public Service Commission examination eight times but no appointment had been made.
He informed that a person named Nasuma in the District Administration Office of Dhading has been sitting in the post of buyer without any appointment. But he refused to reveal the man’s name
Secretary Guragain says, “While searching for the reason for not taking the appointment, it was found out that he had left the job with a large amount of money.”
However, he said that he could not take action due to lack of law. Guragain says that there is a growing trend of giving professional exams in the civil service as the alternative cannot say that the money was paid and there is no evidence of money transaction.
“It’s a heinous crime to give a professional check, always pass and never sell an alternative,” said Secretary Guragain at a meeting of Parliament’s State Management Committee on Thursday. There was no way to take action.
Commission chairman Umesh Mainali also said that he would sit for the exam, bargain with an alternative candidate after passing the exam and leave without taking any appointment.
Proposal to stop those who do not take appointment in the examination for two years :
To discourage such a trend, the Office of the Prime Minister and Council of Ministers has proposed not to allow those who have not been appointed to take part in any public service examination for two years after passing the examination and being recommended for appointment.
The office is going to make such arrangement through a bill to amend and consolidate the law related to the Public Service Commission. However, lawmakers have called for an amendment to the Prime Minister’s Office’s proposal, taking into account the personal freedom of an innocent person and where to take a job.
Representatives of the Public Service Commission and the Prime Minister’s Office, on the other hand, said they were ready to amend the proposed system so that innocent people would not be involved.
“When the bill was drafted, it was supposed to be stopped for three years. Now we have proposed to stop it for two years,” said Secretary Guragain.
Currently, appointments must be made within 35 days of the recommendation. If the appointment is not made within the stipulated time, the alternate will automatically get that opportunity.
MP Maheshwar Jung Gahatraj said that the government proposal should be passed as it is. “Is it possible to take oath after being elected as an MP?” Therefore, those who do not know when to go for appointment should be punished, ”he said.
The lawmakers said that if they do not pass the civil service exam and get appointed twice, they will not be allowed to participate in the next exam. It has been suggested that if the situation is out of control, it should be addressed and when giving two exams together, one should also take care of the situation.
